Population under 15 measures national population under the age of 15 as a percentage of the total population.[1]

According to The Fund for Peace and Foreign Policy, who collaborate on the Failed States Index, out of the 12 indicators of a failed state, mounting demographic pressures, is the first indicator and it includes:
"Pressures from skewed population distributions, such as a 'youth or age bulge,'" which is measured using data for the percentage of the population under 15.[2]
